Just internet search on beer, dancing, music and Old Vinegar Joe Stillwell. You'll find that the place was used as a recreation area for soldiers to drink and listen to big band music. If you were to tour the place you would find there weren't a lot of smaller rooms for housing human slaves. It's one big dance hall. If the gov did do that then where would the soldiers go to unwind?
