Actually, the first Mask didn't have that much special effects. Son of the Mask may show how toony someone can become by wearing that mask.

Notice also during the movie all the looneytunes thingys. The battle dog-baby resembles Road Runner-Wile E.

The through-the-wall with the perfect silhouette of what went through is also used a lot.

I suppose more special effects mean more toon-things.

The Mask was just all around better written. It was funny, and it was great fun to watch all the way through, unlike Son of the Mask, which lost almost all humor a half hour in. Plus the whole "accept your family" aesop at the end was just horrible.
