Actually, most social programs are state run and funded. The federal government usually just kicks in extra money. Truthfully, there are too many interested parties that would allow a complete shutdown of such funding. So it wouldn't happen under Ron Paul and he knows it. But pushing in the direction of more freedom and less ferderally run programs that are typically guided by special interests is a good thing.
