Yes you need a heat mat. They are cold blooded and rely on the environment (in your case, your habitat set up) to warm themselves up. With no heat, your snake will snake will have a low metabolic rate and become lethargic.
Sand boa's have an evolved snout that prevents them from inhaling/ingesting sand while burrowing...it also improves their burrowing ability....sand is perfectly fine, especially if you don't feed in the cage.
And yeah, I know. What day is yours on? Mine is the 15. I got a kitten today, though I may not be able to keep her. Shes currently underneath our cabinet sleeping, atleast I hope, shes been there for one halfish hours. XD

Actually I can afford an aquarium, either way I would have chosen a plastic tupper ware for the KSB anyways. Nice and easy, and keeps the temp under control. They actually do better in these.

i have a kenyan sand boa, and his tail is very dull, but his scales are very bright, could anything be wrong?

Well, my friends mom wanted to get rid of her and wanted put her into the forest outside our building.
Instead, I made my friend bring her here and told my parents she needed a home.

Not necessary at all, they do not require lighting, nor do they require heating from a light.
As long as their is some form of morning night cycle, ie, in a room with a window, the KSB should be completely fine.
They spend most of their time burrowed anyways!
