if you are able to do neck bridges you should, this excercise are for beginners i would say this one will probably just add strength not much size but if you do neck bridges you will add alot of size and strength trust me i tried it did it 1 time a week with 4 sets 15 reps on each set:)
this one not so much, but there are more advanced neck exercises, like the neck-bridge, that are more intense and will thicken your neck right up, provided you're eating enough/right to gain muscle. this is a good one to start with, as it's easy and quite safe when done properly....

Just lie down on your back, pull ur shoulder blades up and move your head up and down and voilà, it's the same exercise
