Yeah Gackt speaks fluent English (and can write in it too), he went out of his way to learn plus he does charity stuff in other countries and needs to speak English for international perposes (English is one of the most prevalent international languages). He's a rarity among J-Celebrities, in that he's multilingual (according to his site he speaks some Chinese, Spanish, French) the only other Asian star I can think of who speaks fluently in other languages is Takeshi Kaneshiro.
