By keeping the elbows locked the stress stays on the shoulders and not the triceps. This hits the very critical but hard to reach lower-inner deltoid. If you bent the arms, the stress would go to the back of the arms and not the shoulders.
it hits the shoulder bridge and the rear scapula area more effectively from top to bottom. from a low angle it involves the lats more and the deltoids less, so no, I wouldn't advise doing this from bottom to top.

would this workout be effective if you put the pulley on the bottom? and go from low to high?
