I think the problem lies in the 2 term limit. It insures that any president elected must either use policy to bring about temporary fixes with devastating long term consequences or else be unable to do anything to anything notable. Long term change is a slow processes and the frequent campaigning and change in power and makes it very difficult for presidents to be effective. Actually, the president doesn't have much power compared to congress. That is where much of the problem lies.
