A legend usually has something so extraordinary about them that their talents cannot be duplicated. Stevie Wonder, Prince, Patti Labelle, LL Cool J. Usually a Legend is around for an entire lifetime, still making music, still relevant. Jay Z is great, but he aint no fuckin legend. His business sense is legendary, but if given the same opportunities there's plenty of rappers that could do the same shit. 10 yrs is not legendary status. Plus he borrows from other people a great deal.

He was good but not nearly as remarkable while BIG and Pac still reigned.
