That's why the balkan countries usually are so strong. There are lots of them and they have a similar musical vibe and always voting for their neighbours. And eastern europe votes for mother Russia, because there's so much russian imigrants from soviet era and they're all voting for Russia. But I don't think there is too dramatic "alliances" out there. For some reason all the Nordic countries tend to vote on eachother in an 'Aryan brotherhood' fashion with total disregard of the actual music. All Nordic countries should be banned from entering ESC in the future.
