The first thing I saw about the number 23 being "special" was in the book The Illuminatus Trilogy by Robert Shea and Robert Anton Wilson. They wrote it in 1969. Im not sure if they were the first to attribute "power" to the number or if they got it from old texts of the mystic faiths like they claim in the book.
