The whole series makes sense, but you have to sit there and think about it.  Basicall, three goddesses attempt to find out if there was a being in existance higher then they were. Each went about it differently. One (Washu) took a sciencey approach and create Ryoko. Another created the trees that powered the ships of Jurei(spelling) and the third tried to create war. Tenchi was the outcome of it all... And he did in the end find the being - it was their mother!

actually AngelEmfrbl, they never found a being higher than themselves. the thing your likely thinking of (The counter actor) is actually Queen Misaki (Ayeka and Sasami's mother), from the future where her own power goes out of control, there was a scene cut from the show that would have made that clearer, but its still in the Manga.

One form of translating title was Tenchi Muyou or "This side up". Its just about how screwed up his life is.

There are several variation series, Tenchi Universe and Tenchi in Tokyo, which confuse things. But Tenchi Muyou is by far the best of the series along with the sequel about the galaxy police.
