What really made it Frank freaky was not the costume nor the voice, both were cool as shit, but the opera music that played whenever he showed up. Gives me goosebumps everytime, worst part is, is when it gets stuck in your head and you keep looking over your shoulder waiting for something worse to get ya.

He's a premonition, coming in the form of Donnie's doom. The Frank Donnie sees before he's the guy in the car is fate telling Donnie his world is over in x amount of time. Fate takes that form because once Frank really appears in Donnie's life he is forced to end his own existence to save the only thing that made existing worth it for him.

Frank therefore travels back in time to try and help Donnie stop this happening so he (and the universe) won't be destroyed.

Frank's one of those things that you either find not at all scary... or fucking terrifying. I've got a friend who can't watch horror films at all, but is perfectly comfortable watching Donnie Darko. I've seen more than a few horror films, and can say I find Frank scarier than any of them.
