I am a Chinese. I don't think the traffic jam had anything to do with driving manner. Clearly, a traffic light is needed there. Why isn't there a traffic light? Because China is developing fast. The infrastrue is changing fast day by day. And the number of cars is increasing even faster. This kind of mistake is inevitable. Correct me if I am wrong. I think in America, at an intersection without sign like that, the cars on the smaller road are supposed to yield those on the major road (not a 4 way stop). But obviously, it only works when there aren't too many cars on the major road. I believe the mistatke is that the designer of the intersection underestimated the fast growing of number of cars.
