The internet isn't controlled or restricted, so we have massive amounts of spam and hack traffic and discarded IP addresses. We're literally running out of IP address for the world to use, and traffic is reaching the physical limits of the equipment. I think they will clean it up a bit before then. But they eventually will need to rebuild the internet.

Look at the internet as a series of roads and highways, apply the same basic rules to it; for it to function properly it has to be maintained.

Older roads/highways must be repaired, newer ones built, and all that takes a vast amount of money.

Most governments should stay out of it for the most part, as they are not good at fixing and building things, they should allow those that are in the private sector to do so and work to keep it accessible to the masses from behind the scenes.
