Its a hydraulic pump located underneath the floor. The HYD PTU (Power Transfer Unit)
When the engines are shut down the pressure of the Hydraulic system drops and the PTU kicks in long enough to keep the hydraulics at 3000PSI. It does this successively.

@theanthony345 Sorry for this late response - They turned off one engine to save fuel. It's Delta's way of doing that, Northwest never did.
