There are plenty of resources online.
Listen, read and repeat. It will come over time. But you are foolish to be paying money to learn this. And spending all your time on grammar rules is just plain silly.

Don't pay attention to the grammar at first ! The most important is to know how to communicate because too much grammar ends in no speaking and no communication skills !
Maybe you can combine some of the youtube polyglot community members' techniques to get beter at spanish !
Also, try to be surrounded by spanish native speakers ! Watch my videos and you'll understand ! I'm always with my colombian friends !!!
A mi parecer, "Lingosteve" tiene toda la razon en lo que dice sobre el "imput". Yo pienso que no se debe descartar el estudio de la gramatica, pues no provee con un mapa del idioma. Pero es mas importante escucharlo mucho en segmentos manejables, como recomendaria el tal Kaufman.

It is a very common problem when people learn a foreign language that traditionally we focus on grammar and I think grammar is important in a certain way, but of course, there are many other things that are far more important than grammar. As you said, just doing some listening and speaking every 6 weeks is not enough to master the language. The more you will be in contact or surrounded with the language, the more you will learn! I think Steve Kaufmann's approach is really great!
It would be awesome if you could upload a video of you speaking spanish (THE WHOLE VIDEO speaking spanish) :D I'd correct you if you want (:
