Why even introduce a resolution at all to try to stop the surge? Why not a fuckin law? Are Senators somehow unable to pass a law saying bush can't do it, but they can 'advise' him on it and say "Don't do it" or "We don't think you should"? How does that work against a madman like bush??? And aren't all resolutions pretty much non-binding? Like that resolution for the "authorization" for the use of force.
