Obviously, roads for heavy vehicles require maintenance. To be fair to taxpayers, it needs to be funded through fees charged to users and not by taxes levied against the population as a whole.
Revenues from the fees should go to maintenance, as well as to more affordable high-quality transportation options that can provide people with alternatives.
Reducing congestion is only an ancillary co-benefit.
