Beating a handcuffed 17yr old kid sounds like a form of abuse. Any "cop" who has the potential to behave in this manner is a loose cannon. What of other incidents that might not have happened and not been reported? Was the community where this guy was rehired made aware that a former cop with a questionable background had applied for a cops job?? This decision should be in the hands of the people that will be dealing with this "peace officer" as part of their everyday lives.
