He wrote a coloumn in the national press saying that nothing can be done with just a sortcode and account number, and to prove it he published his sort code & account number and subsequently someone used his details to set up a direct debit from his account to a charity.
If you google "Clarkson stung after bank prank" you should be able to find the bbc news article about it.
