For me it's a tie between Amy, Rory and Donna. Martha was a bit bland at first but she grew on me as time went by and I was sad to see her go, Rose became a bitch somewhere down the line, around the time of School Reunion and Jack was awesome but not in it enough, although I love him on Torchwood.

I just didn't like how there was this whole one sided relationship with Martha and how she was all jealous and such... I did like her role later though. Donna was just awesome. She complimented Ten's personality so well, like how Amy and Rory do with Eleven.
