yes i don't denie its not against any law to film in a public area But if you start to film any member of the public/ police/pcso without there permission and they find it intimidating or feel they are being harassed then its breaking the law also it is against the law to film any privately owned building without the owners consent as this is a ordinary member of the public filming with a phone/camcorder the laws governing the press don't apply to him
