I live in New York City and right now we are paying 12$ to cross Verrazano bridge and when you driving on it it is all broken and shit cracks and not smooths AT ALL. It is not how much money you pay, it is people who building it and maintaining it. In Japan every road is good because people care about their job and for other people. Here in NYC workers don't give a damn if it is good us long as they getting their pay check.
@Emil1787 well have to consider one where the money goes? Two Japan does not get the cold winters like NYC does. and Three when the roads are repaired yes I will agree in that in the U.S in general road crews tend to do a shitier job, they need to keep working some how right? But yes I find that other countries in general do have a better infrastructure of roads then the U.S.

Japanese Highways are very very nice. Lot's of light on the road, everything is painted on the road and very well maintained.
