It would require an average dps of 5.5k of every 40 member to kill rag in 5 seconds, seeing as a top level raider can put out up to 10k dps, and even more in burst (haste pot + heroism + trinket + cooldowns), it should be possible to kill rag in the moment it would take all the casters (assuming a meele+caster grp, although meele only would be faster due to no cast time or dot application) to finish one cast, say 1-2 seconds. Heal/tank is not necessary, as anyone can survive 2 seconds with rag.

Remember Ragnaros was a boss in the original Wow, designed for players where the tank might have about 6k health and spell power on casters was probably under 200. In a 36 man raid of players with 15k + hp, 2500 spell power etc it's utterly over-geared

He has 1,114,000 HP, less than some trash in WoTLK raids.

With bloodlust / heroism, trinkets popped, cooldowns popped, and lucky crits playing a FAR bigger role then usual (3 crits in a row for an average caster would almost double his dps), it is far from mathematically impossible, not even very hard to kill Ragnaros in 5 seconds, with 40 lvl 80ies. This in turn implies that the ONLY people with you were all good Dpsers. Meaning no healers, no tanks. Possible, but unlikely
