I've only worked in retail once, but the reason I was forced to make someone feel like I was stalking them in the store was because we HAD to first greet them and then find out the reason they went to store so we could help them. Then let them know of a promotion, check back with them maybe after like 10 min to see if they want a fitting room or something.. And lastly show more merchandise to get their money.
