I don't believe Riley was half-human. He was being fed drugs - "vitamins" - by Professor Walsh which caused him to not to feel pain. When he left the Innitiative he went off the "vitamins" and eventually had to seek the Innitiative again to come off the drugs completely.

I'm not sure who they are referring to as 1.5 humans - unless they are poking fun at the "pop-up video" concept. Both Riley and Parker were human (although they acted quite "in-humanely").
