Nobody said anything about "laying up " things for yourself, you give and receive, give and receive, it is a continual flow. The world lays things up things, Christians give and receive, then give again, then receive again. Please read Luke 6:38.
As for tithes, Hebrews 7:8 says that Jesus receives them now. Tithes were actually instituted BEFORE the law.

Well then you need to look again, Jesus is in a body, and the tithe is not to support someone, it is an act of worship to God, same as an offering. Did God need the bulls that he was given in offerings? and if he did, why would he need them burnt? He told Israel himself that the cattle upon a thousand hills was his, and that their offering was about their heart, not what he needed.
