Piracy has existed since time immemorial. In fact many times in history, governments, and even the King of England considered as queen of the seas has to enter into deals with Pirates to gain control of sea routes. They use pirates to hunt pirates and political enemies. Some of those pirates even got awarded with Knighthoods. You can kill the pirates but the idea of piracy will continue to live as long as there is business in the seas. It's like prostitution coexisting with capitalism.

Point is you have to learn the lessons of history. You can't just bring all your guns and kill all the pirates because for every pirate you will shoot two will emerge to take his place. The queen of England once used pirates to raid other pirates but was only half successful. You have to look deeper into the roots and ask why have they become pirates. Attack the roots rather than the stem or it will just regrow. These people were born in hunger and deprivation without opportunities.

Why is our navy too timid to fire their guns? During WW2 we had guns and we fired them and
