Vic does pout her lips alot but she really honestly did struggle with korean. If you watched her pre debut interviews, she was trying hard to pronounce words not intentionally being cute. Victoria lacks abit of confidence since she went to korea on her own. Jia and Fei were already in JYP sisters but Vic had no one to look out for her. Amber will tell you how hard it was for vic.

Victoria learned Korean from Pororo(extremely popular penguin cartoon character) In cartoon the animation voice actors and actresses usually emphasize certain pronunciations so kids can understand better. It's just my guess but maybe that's why Victoria talks like that.
