I don't see how it is less "paranoic" then the London "subway" when you're not allowed to take photos there because it is classed as a military building, this is not the case for the London "subway".

It's usual for St.Petersburg.
Metro in the center of St.Petersburg is located too deep because of crossing of river Neva, its inflows and underground waters.
Just safety.
