To answer your question, Honda isn't OP, but he is a very strong character. If he were OP, he'd be winning tourneys across the world due to his OP-ness, or at least placing high more often than he does now. He has a lot of good matchups, but there are like 9 A-Tiers in this game.

iPlayWinner has a tier list for 01/2011 that I feel is pretty accurate.
