This is not halal, plain and simple. For starters, halal slaughtering does not permit the animal to be killed in front of other animals. Second, the animal is not allowed to see the blade and the blade should be sharpened before slitting the throat to minimize pain. Third, the point of the halal method is to reduce suffering to the animal as much as possible, so one can argue that poor living conditions for the life of the animal before slaughter negates the purpose of halal.
