Without Prop 13 hundreds of thousands of middle-class homeowners would have been stuck with ever-increasing property taxes. Prop 13 not only froze the rate but it locked in the tax based upon what people paid for their homes. Without this, the fake housing boom would have caused property taxes (and government SPENDING due to massive profits) to explode.

There are some places, like my city of Oakland, which is a corporation, btw (OAKLAND), that would shut down if they couldn't collect property taxes, all city services, city workers, etc., are funded through property taxes. We had a property tax revolution in California, 30 or so years ago (Proposition 13), that prevented the state (or any government entity) from arbitrarily raising, or instituting new, taxes. To raise (or institute new) taxes they need a 2/3rds majority.

Most corporations never pay property tax (or pay very, very little of it). Realize too that the whole purpose of property tax is to preserve the land monopoly of the rich property owners who, like I said, pay very little in their share of taxes.

But really, I wonder how free staters would have handled this if it had been a tenant in Nashua who refused to pay rent to an absentee landlord (which is basically taxation under a different form). I highly doubt they'd treat it the same way.
