When ST:TNG employed serious ethical dilemma like this episode, it rocked... when it resorted to technobabble and deus ex machina plot resolutions, it sucked.
I wish there were more like this... or my favorite, "Yesterday's Enterprise".
Picard debates logic with some guy with "evolved morality" (a dude from the future) just like naturalists who have a shakable sense of morality which could become the complete opposite of what it is now, 10,000 years in the future.
Picard debates logic with a supposed "higher power"(a dude from the future)...which of course turns out to be just a con-artist...kind of like every time someone looks towards a religious authority...turns out to be a con.
This is what made this show great. It's thoughtful, relevant, and believable. It's not about flashing lights and explosions in space, it's about philosophy, ethics, and reason. That must be what turns most people off to it.
"history... MY history would unfold in a way other than it already has"
this is hypocritical, as his presence on this ship is enough to substantially alter history. Of course, given the nature of his character [spoilers omitted] that objection is moot.
