not high lvl regions.. they appear random in lvl 20-50 areas.

its like a portal to each pvm region of the opposite faction which appears like every 1-2 hours in the pvm zones.
than you can kill hostile players in pvp .. but you receive a penalty when you attack players who are lower than you.

ahh and.. these rifts are only in the middle and high level regions. not in the starter zones.
