This is just a guess, but I wager that the Black Dog is the ghost of a dog who lived in the house before Peter did; it's owner was a relative of Peter's neighbor, since the dog was always happy to see him, but it was attacked by another dog & then shot by that dog's owner, hence why it attacked Peter's dogs & why it got mad at his neighbor when he brought his gun with him

It's only a guess, but that's what it seems like to me
