I don't think so becuase otherwise there would be more spaces for more costumes, he's just playing in the sith robe but it looks very similar to palpatine, and he said he was playing as palpatine and gave a code which unlocks something totally different

Still wrong,the code to unlock the Papatine costume is PALPATINE,you enter GRANDMOFF to unlock all skins including Palpatine.

Also,look at Palatine's face at 1:47 -1:48 and 2:18.
