Just cut a piece of elastic the size you want to hold your hair, and then cut a strip of fabric longer and fatter than your elastic. Sew up the long side (right sides together) leaving both ends open. Flip it right side out. Thread your elastic through the tube you've just made. Sew the elastic ends together. Fold the raw edges of your fabric inside, and sew the folded edges together. That should get you what you want.
