yeah. traditionally, it's a little difficult to get between two grown men throwing punches when all three of you are on skates, so they just let them go until one of them drops. 5 minute major penalty to both players, game misconduct for instigating if it's clear who started it.

but yeah, the rare time a ref steps between two guys ready to go, the ref usually takes more abuse than either player haha.
