Its just a little whirl wind, the dust just made it look worse, we get them on the farms all the time where there is a lot of loose dust etc and you just cover your eyes and mouth etc they are not very strong and cause no damage except to dust, by moving it or the occasional insect etc caught up and not strong enough to fly. Fairly harmless if you do not have asthma. So common too in dry dusty areas.
