vsync is to optimize the frame rate of the refresh rate of your pc monitor, if you have a 60 ghz monitor fresh rate, then ur frame rate will max only at 60fps, and this will eliminate screen tearing,at your specs, yes u can play the game at decent settings, hope that helps..
