    You list 42% and 51% alike as not being able to read. And then you also mention 20% of the population is illiterate.

    Certainly some urban areas struggle to get even 50% to graduate, yes. However, the National Center for Education Statistics (NCES) puts the drop out rate at about a 5% national average.
