Well the first thing you do is have a balanced budget amendment signed and elect leaders who've signed pledges not to vote for or sign any unbalanced budget. Than you cut spending a lot. Bring us back to a Constitutional sized government where there's no more foreign bases,welfare, or departments that should be run by the states. You go to a Fair Tax of 18% that will create millions of jobs. You drill,deregulate industrial America, and get the illegals out. And you have some tariffs to pay debt.

Balance budget amendment would make it impossible to fix a recession why well let me explain for you. When you do a stimulus it increases the economy by more than just the money put it gets multiplied by the spending multiplier sm=1/1-mpc. Mpc is determined by how much money is spent per dollar americans make. assume that it is .90 it would make the spending multiplier 10. So if the government puts in 5 billion dollars it creates fifty billion dollars.
