On this band it must be a normal radio-station too far away. Then the electronic in your reciever keeps trying to change amplification-pitch up and down ... without a chance. I am sure you can influence this even with turning on a hair-dryer in the next room ;-))
If you mean the stronger buzzy wavy up and down sound, its all over the AM band, Iv never understood what it is either I'm afraid :( It has a windy stormy kind of feel to it :)

The ionosphere can do weird things with radio signals, bouncing them in from very far away. When I was young I once picked up the TV station CKCK in Canada. I was in Albuquerque, NM.
That is a conversation between 2 people over radio.Military or something else. Or it can be a component that generates that sound. I have heard the same thing on my radio a few years ago here in sweden west coast.

It sounds like a switching power supply. Did you buy any new gadgets with transformer wall-wart plugs? Unplug everything in your house except the HVAC/R* and clocks, and the radio you're testing with. If it goes away, plug in one thing at a time and run back to the radio and see if it changes. Do you have any compact fluorescent light bulbs (the curly ones) on? * heating, ventilation, air conditioning, refrigeration.

It sound scary. I think that there might be a scientific explanation. Maybe its encrypted audio broadcast. Don't know. It's creepy :)
