People, You Need to defeat the Elite 4 and then go to pewter city in Kanto and then go to the old man on the hill near the PokeMart.. And.. *POOF* You get the silver wing :)

@NaiTaiDai-You don't need the Tidal Bell for HG. In Soul Silver, you need to beat the Kimono girls in order to get that bell.
