The good folks at Psy have always been marketing genuises.. its all about the money and they do it because it works.

I rememeber when Mostasteless was released, on Twiztid's website waaaay back in the day, I remember a posting about how a version without "Hound Dogs" but with a newer track was going to replace it, to buy that shit asap because due to uncleared samples they were going to have to re-do it. "Go out and buy as many copies as you can."

I did, it never re-issued. I was pissed!
