i worked in the chemical industry for 30 years as a operator 15 of them in a large petrochemical plant they are like any industry if they are well maintained and operators correctly trained they are reletivley safe and are designed god forbid to fail safe if required as for as emmision s go we need the products for medicines fuel and day to day items yes if we are willing to give them up we can close them down but kiss goodbye to plastics gas for heating etc

As long as he took the shots from a public road, he can't be charged with any kind of terrorism or for that matter any kind of crime. I work for a class one railroad here in the US and we have people (railfans) taking shots of our trains hauling everything from autos to hazardous materials. As long as they do it from beyond our yard boundries there's nothing illegal with it.
