If you are using pressure treated wood. These screws are NOT what you want to use. The head is way to small to handle the torque of a 3" screw. You'll normally find a #2 head these are #1 and love to strip out wrecking the board.

If you need to remove a plug - screw a tiny wood screw into the plug and pull
it out with a pair of pliers

if i need to replace the board? how do you get to the screw?

drill out the plug with a 3/16" drill bit, the use a "2 square drive to remove screw
