obviously you havent played midnight club LA at all the previous games were like that but LA has different handling and physics also cars are going to have to go faster somehow if you upgrade it, and also try using a fully tuned Tuner then a fully Tuned exotic you will see that the exotic is still faster than the tuner, yet cars under the group 4 vehicles can bearly touch 200MPH unless you use nos, which the nos won't help much if you're going slow.
